Unfortunately, it's not just Kuwait that's planning to use this "test" to bar LGBT people, it's all the countries in the Gulf Cooperation Council, which includes Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain, and Oman. This has already created alarm about the 2022 World Cup in Qatar (http://www.ibtimes.co.uk/articles/512285/20131008/qatar-2022-kuwait-gay-...).
